It is relatively simple compared with the complex subterranean system of knots which mainly depend on the composition of the ”poorer citizens”:
”………… They are unlikely to appreciate the importance of policies – and policy styles – that help re-establish a sustainable social contract between the Sri Lankan state and its poorer citizens.”

Sophistication of the capacity of each successive government to ward off the subterranean knots from the external power centres in order to ward off sanctions or to get financial gains increases:
1.Present govt: Four pillars of Transitional Justice, Minster of Foreign affairs at UNHRC, USIP, ….:”…. addressing causes of terrorism ….” (the glee in the face of Minister RaviK when he received $43m from EU Commissioner visiting us last week while the armed forces in the North quietly carry on Sinhalisation/Buddhistisation of the North)
2.Previous govt: ”Appointment” of 18 CoIs (&not releasing their reports), Lessons Learnt and Reconciliation Commission, NAP to implement LLRC recommendations,
3.Earlier governments: ”Appointment” of CoIs(which led Amnesty International to write a report on Make-believe CoIs of Sri Lanka in 2009)
