2.Is what this new government is doing in the South meant to camouflage the separate state run by the Army in the North:
a.the absence of systemic economic development of the North
b.i.expanding *infrastructure of administration for army personnel in service and retirement ii.economic activities such as farming the HSZ and promoting tourism& **expanding hotels ii. grabbing more land either as HSZ or buying for personal possession and iv.controlling ex-LTTE cadres by enlisting them as ‘Civil Defence Force’ and using them to ”remind” those cadres who have not come forward to be enlisted and the public that they are there for ”security” against revival of separatism
*Environment Circular 02/2015 on Saoil and Gravel Mining was sent to all Ministries but was not sent to the Armed Forces (though a previous circular on Timber harvesting and transport was sent to all Ministries and the Armed Forces) – this circular has restrictions on use of sand, esp for commercial purposes )
**non-apllication of Environment Circular to the Army seems to be in effect
