It does not work that way.
Any police force should be adequate to cover the area affectively. Hence they should be adequately proportioned to the Area and not the population. Even some smaller areas may require a higher concentration and larger areas a lower concentration depending on the terrain. Else it would leave gaping holes and will be useless. Simplistic proportions does not meet challenges of security.
