The Tamil rebels were created by the governments since the Sinhala Only act of 1956 and subsequent unilateral constitution of 1972 et al which remain unfulfilled to this day even as regards the minimal linguistic needs of the minorities to this day! The present constitution as implemented is a recipe for more disasters. The LLRC apart from not being implemented skirted the real issues. Lack of continuing governance sans monolithic unilateralism, rule of law and independence of justice and unaccountability are a recipe for more disasters.
