Your contribution would have been greatly appreciated by a government that seeks positive answers for existing issues and improvement for service delivery. Unfortunately, your contribution would not get any hearing by this regime that is after billion dollar worth prime land in the city.
My reading, despite time line differences in the media, is that LG elections would be called early January 2011, leaving all Municipal Councils out of it. There is no restriction in having staggered elections and that had been done even before.
The 13th Amendment would thereafter be laundered to remove Constitutional constraints in directly handling Local Govt. and would also re-list the 02 subjects, Land and Police, with the Colombo government, among other changes they would wish to have.
Such amended Constitutional provisions could even allow all MCs to be with the MoD, now that the UDA is also there. It would be argued that urban city life needs efficient handling under the MoD and this Sinhala society would say “YES”.
Thereafter the rigmarole of having the WPC pass resolutions and requesting the Colombo government to take over the CMC would not arise and a straight Bill in parliament could settle all issues in favour of this regime.
