They’re not under lock and key. The camps are open now, in case you hadn’t noticed. They’re have to stay in the camps because the LTTE didn’t keep mine maps and demining the areas requires manual grid walking which is like emptying a tank with a dropper.

war tourists,
the gawkers
in search of
burnt-up pick-up
trucks, and the family
members
who want to see
where their sons
and daughters died.

They come there because they’re curious to see a place they’ve never been allowed to see. After all, while Tamils were not kept out of the south, the Sinhalese and those Tamils who the LTTE considered a threat were kept out of the North under pain of death.
