to Colombo, that the most efficient
way to avoid such soaring costs
is to conduct a human rights policy
that shows some affection for the starving,
shot up, and terrified civilians—
all 70,000 or 200,000 of them—
caught at the moment in their ancestral
lands in the Vanni, burrowing into
bunkers, dying when they come out.
