I like much of the analysis you provide. The above however, presupposes that it is “ethnic” conflict you are seeing. You see, if you state it in this manner, you are then accepting that the LTTE is involved in ethnic conflict and the war is an ethnic war.

Do you see why everyone in your Island needs to take a hard look at what conflict this really is?

Regardless of whether it is ethnic conflict or not, devolution is still essential for effect development, bottom-up. The unit to which full power ought to be given is the District, as it forms no threat to Sri Lanka’s sovereignty, while providing all the energy for it regional (remote area) development.
