Foreign Policy magazine editor in chief Moises Naim warns of the dangers posed by what he calls “rogue aid” to developing countries from wealthy, nondemocratic regimes such as China, Venezuela and Iran. Like the Soviet Union during the Cold War, Naim writes, these regimes increasingly circumvent Western lending institutions and their efforts at transparency and accountability to win political and economic favors in the developing world.
