Austin Fernando:
Very positive and well thought out 14 points. You are obviously someone who is actually looking for a realistic solution to the problems of a country which you clearly care for.

Nadesan, your argument could not make more sense. Well said.
Another Indian / Pakistan? At least they had 1 billion people to partition. What do we have? The population of Bombay?

I wish to respond to some of the comments made on my article.

1. Justin's commitment to "Tamils legitimate rights" to be free and independent could be genuine. But, a sovereign free country or in other words a separate state may not be feasible in the present political environment in Sri Lanka and due to lacking constitutional legitimacy. To reincarnate and stabilize terrorism such proposition may be attractive. My effort was to suggest how terrorism could be made history.
2. Approaches to make terrorism history may be more than what I have explained. I have given three main approaches, namely, constitutional / legal dividends, development dividends and psychological dividends. Kichchi in the comment has focussed on the constitutional dividend aspect, which is not the only path I propose.
3. I have focussed on avoiding further violence, showing respect to Tamil aspirations, improving physical conditions, including all parties and encouraging civil society, setting up Centers for Listening and Documentation, counseling trauma, training women, youth and negotiators, involving the clergy, building social bridges and establishing truth and reconciliation mechanism as means to make peace stable. My premise is that such actions will decimate the demand for terrorism and satisfy the majority of Tamils, though not completely. If these actions could open another door deep within and so on to a never ending nightmare to the Tamil and Sinhala communities, to the Rajapaksa administration and others that follow it, I do not understand why spokespersons yell against continuing violence, disrespecting the Tamil aspirations, deteriorating physical conditions, traumatic experiences, ignoring clergy, dastard treatment to women, children etc. and how we could close not the doors but floodgates of discrimination alleged by the LTTE. I do not know whether Ethirveerasingham wishes terrorism to remain for ever!

Of course, the referendum he speaks of could be another viable proposition that has to be won over at some forum for constitutional / legal dividends sharing.

Austin Fernando,
You have opened the door to the future nightmare that awaits us. Each of the points you made opens another door deep within and so on to a never ending nightmare to the Tamil and Sinhala communities, to the Rajapakse administration and others that follows it. Nadesan paints another equally nightmarish scenario if a separate state springs up. Regrettably you both are right. May be it is time to ask each of the community to express their position in a referendum devised and supervised by a neutral international institutions so that there will be no unlawful influence by parties interested in an outcome that is favourable to them. It is better than continued bloodshed, or silent unreported detention and deaths.

"Hence, the country must be surely wishing that the authorities decide on correct approaches to address the unfulfilled aspirations of the people to create an undivided and stable country. It is the way to make terrorism history in Sri Lanka and make way “for a shared future in our shared island.”

Rather than continuing to express and analyze the problem of the day we must move towards a solution.

For my part I have prepared a set of suggestions and am circulating it in any platform available.

One of them is the proposal to split and separate the powers of parliament now exercised by a group of PARTY representatives, and empower small groups of people's representatives to exercise each of the separated powers. This suggestion is put forward to eradicate the corruption that is eating the entire governing system due to the concentration of power at a point.

There are many other suggestions that together go to make good governance, basic need for sustainable peace, serenity, prosperity and a pleasant living for ALL the people in the country.

The other suggestions inclusive of those listed below would be given in a separate article, if permitted.

In Sri Lanka, the trouble started due to discrimination and injustice to the minorities and this continues due to bribery and corruption. These may be the reasons for troubles in other countries too.

Current wars have to be ended and new wars have to be prevented. To achieve this goal the present system of Democratic Governance has to be changed to one that is really democratic in its true sense.

In the present democratic system it is only those - who possess the power to attract people through speech (or worse inflammatory speeches), have enough money and muscle power - can join the ruling class to suppress or convert all others as their subjects and is thus a fertile ground for "corruption" in various forms to thrive.

In my opinion "Corruption" includes any kind of waste, neglect and every form of malpractice, dishonesty, abuse, misuse, unreasonable exercise of power, failure or refusal to exercise power, anything and everything left undone which results in the right of the people being denied or impaired.

Without a "just society" in existence much talked about "terrorism" cannot be eradicated. For the creation of a "just society" there should be "good governance" in the country. For the creation of "good governance" in the country "corruption" in ALL its forms must be eradicated. And to eradicate "corruption" the present democratic system of governance, where full power to make final decisions ultimately rests in the hands of one person, must be changed.

So the only way to salvage a country is to change the present system of governance to one that is truly democratic where the final decision-making power will NOT be in the hands of ONE person BUT shared by as many people as possible and thus restricting any individual to rush into hasty decisions that might lead to trouble everywhere.

To make a country truly democratic, the powers of the Parliament (the decision making supreme body of a country) should be split and separated and each of the separated powers must be handled by different groups of persons selected and elected by the people for the purpose of administering EACH SET OF POWERS or duties as the case may be so that no single group has the full power. All the groups together will make the whole. The country is not divided but the powers of parliament are divided/separated. The World would become united. The people would have sustainable peace, prosperity and a pleasant living with dignity and sovereignty for everyone is guaranteed.

Different groups have to be elected for such purposes as administration, fiscal management, planning, implementing, policy and law making, auditing and for any other function that may be deemed necessary.

It has to be ensured that people are treated equitably regardless of their gender, race, colour, ethnic or national origins, age, disability, socio-economic background, religious or political beliefs and affiliations, marital status, family responsibilities or other inappropriate distinction;

The decision-making powers with regard to each and every set of powers must be spread through-out the country.

With such system in practice discrimination, injustice, bribery and corruption, the four pillars of an Evil society might become history.

When the above four pillars of Evil are eradicated, the people would be living under a system that would guarantee sustainable peace, prosperity and a pleasant living to everyone in any country.

Comments on the above views are solicited from everyone with a view to prevent future wars and end current wars.

Is the North-East the husband or the wife? Already there is going to be a fight for supremacy position between husband and wife. Let us say Eelam is the wife. And the wife will cheat by consorting with Tamil Nadu. The husband will drive out the Tamils living in Wellawatte saying "you go to your Eelam", and we repeat the blood baths that India had when it partitioned. Then the tea estates will also go up in flames, and we will have a right royal battle between the North-East, South, and the Hills. the North East will say that all the water is in the hands of the southern government, and that this is not correct, and Mavil Aru will become a minor kalla-veddi compared to the nalla veddi that we are going to see.
There are some people who have NOT learn t even after 30-40 years of attempting to create a "Tamil Homeland", while finding every excuse to immigrate to Canada or Australia.

The most sensible, sober and humanist approach to be undertaken would be to give the Tamils of North East their legitimate right for independence as sovereign free country, and for the two countries in the island to be friends like husband and wife after divorce.

They have lived together, therefore they must respect one another and live peacefully without any acrimony.

Any other approach would be insensible and impracticable.
