		<description>There is no doubt that the parmilitary is accountable for all these robberies and kidnapping.  How can an average Tamil do these crimes when there is military personal at every few yards. It appears there are 1 soldier to every 10 civilians in Jaffna.  This clearly points the finger in the right direction!!! 

This is not only in Jaffna. It is common in all the so called &quot;liberated&quot; towns like Batticaloa, Jaffna!! It does not surprise anyone when you think of the &quot;white van&quot; phenomenon in Colombo and Lasantha&#039;s murder in broad day light with check points at every nook and corner!!</description>

		<description>I know Jaffna was considered before the war as one of the cities in Sri Lanka with the lowest crime rate.

I assumed that since the war, that at various times, incidents that have been described above would be more common place.  I was wondering over which period have people observed this increase?</description>
